
Investigation by the police department’s Cold Case Unit has resulted in recent arrests in two homicide cases, one from 1991, the other from 1978.
Robert Eugene Hogan, 40, of East Forest Park Drive in Dickson, is named in a first-degree murder indictment for the November 3, 1991 shooting death of Lavender Howse, III. Howse, who was age 33 at the time, was found fatally wounded in an alley off Alabama Avenue and died shortly after arriving at a hospital. Investigation by Cold Case Unit Detective Charles Robinson led to the identification of Hogan as a suspect. Hogan is believed to have killed Howse as the result of a drug dispute. Hogan is being held in lieu of $500,000 bond.
The victim was the father of Lavender Howse, IV, who, at age 15, was arrested in June 2005 for a crime spree that included the murder of a shoe store employee.
In the 1978 case, McKinley Joe Luckey, 52, was arrested on February 8, 29 years to the day after his wife, Linda Luckey, was shot to death inside their 709 North 2nd Street home. Luckey was charged with voluntary manslaughter and pleaded guilty in Criminal Court on Tuesday. Investigation by Detective Lee Freeman showed that Linda Luckey, who was age 19 at the time, was beaten and shot during a dispute with her husband.
“Sergeant Pat Postiglione and the detectives in the Cold Case Unit are doing tremendous work by bringing accused killers to justice, while at the same time providing relief to victims’ families,” Chief Ronal Serpas said.
In the past two years, the Cold Case Unit has cleared 18 older murder cases. Leads are being pursued in a number of others.
